Your answers to the conditions a parts list cannot show, your tender limits, and the companies the control rules reach. Each answer is your own statement; the declarant signs it in the evidence pack.

Questions

Asked once for every rulebook

Establishment and management

Where are the contractors, and the subcontractors that count under the rulebook, established and managed?

Choose every place that applies. A subcontractor counts when it has at least 15 % of the contract value and needs access to classified information; under SAFE, the Ukraine loan and the EU-Canada agreement it must also provide critical inputs. Under EDIP a company that only delivers components of its own design or production is a supplier, not a subcontractor (Article 2(31)). Each rulebook accepts its own set of countries: EDIP does not accept Ukraine, and only the EU-Canada agreement accepts Canada.

If a place is outside what SAFE accepts: Is each one outside those countries a subcontractor with 15 % to 35 % of the contract value that had a direct contract with the contractor before 29 May 2025, or that the contractor commits to study replacing within two years (Article 16(4))?

If a place is outside what EDIP accepts: Is each one outside those countries a subcontractor in a common procurement with 15 % to 35 % of the contract value that had a direct contract with the contractor before 30 December 2025 (Article 11(7))?

If a place is outside what EU-Canada accepts: Is each one outside those countries a non-Canadian subcontractor covered by SAFE Article 16(4) (15 % to 35 % of the value, a direct contract before 29 May 2025 or a commitment to study replacing it)? The agreement gives Canadian entities no such band.

If a place is outside what Ukraine loan accepts: Is each one outside those countries a subcontractor with 15 % to 35 % of the contract value that had a direct contract with the manufacturer before 28 May 2025, or that the manufacturer commits to study replacing within two years (Article 13(4)(b))?

Control

Where are the owners that control them, directly or through other companies?

Choose every place that applies.

If a place is outside what SAFE accepts: Is each one controlled from outside those countries established in the EU, and screened under Regulation (EU) 2019/452 or covered by guarantees verified by its Member State (Article 16(5) and (6))?

If a place is outside what EDIP accepts: Has each one controlled from outside those countries made available to the Commission guarantees approved under the national procedures of the country where it is established (Article 9(6))?

If a place is outside what EU-Canada accepts: Has each one controlled from outside those countries provided a guarantee on the Commission's template, verified by a Member State taking part in the procurement (Article 5(3) to (5))?

If a place is outside what Ukraine loan accepts: Is each one controlled from outside those countries established in the EU, and screened under Regulation (EU) 2019/452 or covered by guarantees verified by its Member State (Article 13(4)(c) and (d))?

Sites

Where are the infrastructure, facilities, assets and resources used for the contract?

Choose every place that applies.

If a place is outside what SAFE accepts: For each site outside those countries: is there no readily available alternative, and does its use not contravene the security and defence interests of the Union (Article 16(8))?

If a place is outside what EDIP accepts: For each site outside those countries: is there no alternative available in the Member States or associated countries (Article 9(4))? Its costs are then not eligible.

If a place is outside what EU-Canada accepts: Has a Member State taking part in the procurement verified the use of each site outside those countries (Article 5(7))?

If a place is outside what Ukraine loan accepts: For each site outside those countries: is there no readily available alternative, and does its use not contravene the security and defence interests of the Union (Article 13(4)(e))?

Asked under: SAFE, EDIP, EU-Canada, Ukraine loan

Product category

Which category is the product in?

Category one includes ammunition and missiles, artillery and small drones (NATO class 1). Category two includes air and missile defence, drones of NATO class 2 and 3, AI and electronic warfare. SAFE, the Ukraine loan and the EU-Canada agreement ask design authority for category two only; EDIP asks it for every product.

Asked under: SAFE, EU-Canada, Ukraine loan

Design authority

Where are the parties that could restrict decisions on the design, or the replacement or removal of a component (licensors, export rules)?

Choose every place where such a party sits. If no one outside the EU can restrict them, choose EU.

If a place is outside what EDIP accepts: Ammunition and missiles only: is there a legally binding commitment from that country or entity to obtain this ability by 31 December 2033 at the latest (Article 12(4))?

Asked under: SAFE, EDIP, EU-Canada, Ukraine loan

Security and defence interests

No component comes from a third country that contravenes the security and defence interests of the Union and its Member States.

No act names these countries. The calculator flags Russia, Belarus, Iran, North Korea, Libya and Syria, the countries the EU bans buying arms from, and the occupied areas of Ukraine, from which the EU bans imports; you assess the rest. China is not flagged: the EU's 1989 arms embargo on China is a political declaration, not a legal act, and no EU act bans buying Chinese components. Some authorities may still read the sentence as covering Chinese parts; you answer this question for your contract.

Each rulebook's own questions

SAFE: Common procurement

The product is bought in a common procurement, or by one Member State alone under a contract signed no later than 30 May 2026.

The contracting authority knows; ask it if you are not sure.

EDIP: Actions not funded

The action is not about products prohibited by international law, lethal autonomous systems outside human command and control, or cluster munitions.

EDIP: Whole action

The parts list stays within the limit for the whole action, with an origin report at each progress report.

EU-Canada: Contract under the agreement

The contract is based on the conditions of the EU-Canada agreement (a Canadian legal entity or products originating in Canada take part).

Otherwise SAFE Article 16(10) applies alone.

Ukraine loan: Product schedule

The product is in one of Ukraine's product schedules for the loan.

The schedules are not public: ask the buyer.

Your answers are statements the declarant signs in the evidence pack. Lodemark does not answer them for you. Saving makes a new draft and recalculates every rulebook.

Tender limits

Limits the buyer's tender sets beyond the rulebooks: a share from a country or group, a country or a supplier ruled out.

No tender limit yet.

Companies and control

The companies the control rules reach: your company, subcontractors with 15 % or more of the contract value, and their owners as found. For each: what was checked, where and when, and what that source does not cover.
